SITING
Non-hazardous Chemical
Waste Transfer Station in North Chicago Illinois. The siting process included
an adversarial hearing before the City of North Chicago, conceptual design
of the facility and strategies for developing need theories.
- Developed siting
strategy for the project.
- Developing the
documentation for the Illinois siting process, proof that the facility
would not impact human health or the environment, and the conceptual
design of the facility.
- Provided witness
for the facility design and its impact upon human health and the environment.
New Regional Landfill
in Collier County Florida. The public process involved the development
of locational criteria for the landfill by a group of citizens representing
a cross section of the community. The locational criteria were based on
the values and concerns of the members of the committee of citizens.
- Public process
consultant to a consortium of four firms comprising the siting team.
- Facilitated one
year of monthly meetings of the 15-member Citizens Advisory Committee
(CAC) during which the CAC developed locational criteria for the new
landfill.
- Facilitated the
CACs weighing of criteria using a structured decision making process,
Nominal Group Technique, during a weekend long meeting of the CAC.
- Facilitated the
presentations of the CAC findings and work effort to the Collier County
Board of Supervisors.
3500 ton-per-day
Municipal Solid Waste Transfer Station, Melrose Park, Illinois.
- Prepared siting
application documents.
- Performed design
and constructability reviews.
- Assisted in the
development of siting strategy.
- Defended the design
and siting before the Village of Melrose Park as an expert witness in
Illinois adversarial siting process.
Multi-state siting
effort to site a hazardous waste disposal facility for a Fortune 50 industrial
client. The search area was the states east of the Mississippi. Issues
driving the siting, in addition to federal and state criteria, were environmental
justice and full public disclosure.
- Developed the
Environmental Justice strategy for the siting team.
- Assisted the client
in determining internal policies to implement the siting process.
- Developed a public
process to familiarize the clients project team with the mission
and goals of the siting project. This was used when any new personnel
were added to the team.
- Developed disclosure
process that assured client confidences while maintaining an open public
process.
Countywide Landfill
Site Search, Oakland County, MI. The siting used state and local criteria,
overlay mapping, and an interactive public process in which a cross-section
of Oakland County citizens developed locational criteria using community
values.
- Facilitated 12
meetings of a 31-member Citizens Advisory Committee (CAC) in which the
CAC developed locational criteria for the Countys new landfill.
- Facilitated a
Nominal Group technique session in which the CAC weighted their locational
criteria.
- Provided content
expert in the area of landfill design and operations in addition to
facilitator.
600 TPD Solid Waste
Transfer Station, Bay City, MI. As part of the site assessment, a conceptual
design of the transfer station was developed.
- Identified need
for transfer station at Bay City to serve our landfill in Saginaw, Michigan.
- Identified an
appropriate site for the facility.
- Prepared Environmental
Impact Assessment for facility at the site selected for the facility
- Lead negotiations
with Bay City, Michigan for the site.
Hazardous Waste Landfill
and a Solid Waste Landfill that were to "anchor" an industrial
park.
- Organized siting
hearing strategy.
- Lead the design
team for the hazardous waste landfill and supported the design with
expert testimony at the siting hearing.
- Coordinated testimony
of other experts.
